Innovative access to NID database needs to promote Digital Financial Services

DHAKA: Innovative access to national identity (NID) database of the Bangladesh Election Commission is needed to promote Digital Financial Services (DFS) to the excluded and marginalized groups of the country, said stakeholders at a Digital Finance Consultative Group (DFCG) dialogue here yesterday.

Shaping Inclusive Finance Transformations (SHIFT) project of the United Nations Capital Development Fund (UNCDF) hosted the dialogue titled ‘Emerging Frontiers of DFS in Bangladesh: Digital Identity and eKYC’, said a media release.

Md. Ashraful Alam of UNCDF chaired the dialogue. Bangladesh Bank (BB) Executive Director Mijanur Rahman Joddar attended it as the chief guest and BTRC Director Lt Col Mohammad Azizur Rahman Siddiqui and Managing Director of Bank Asia Limited Md. Arfan Ali attended as special guests.

DG in Charge of National Identity Registration Wing of EC Md. Alimuzzaman delivered key note speech and speakers included Chairman of Palli Sanchoy Bank Dr. Mihir Kanti Majumder, Major General (Retd.) Sheikh Md. Monirul Islam of bKash, Zahid Mansur of Dutch Bangla Bank Ltd, Feisal Hussain of Business Finance for the Poor in Bangladesh (BFP-B), SureCash CEO Dr. Shahadat Khan, Rasheda Sultana of Grameen Phone, Tohurul Hasan of Access to Information Programme (a2i) of Prime Minister’s Office (PMO) and Ziaul Hoque Mukta and Galib Azim of UNCDF took part in the discussion.

Speakers said that the planned implementation of highly reliable and accurate national data base of more than ninety million voters and nationwide issuance of smart NID have brought the opportunity to move forward towards introducing electronic Know Your Customers (eKYC) for the financial service providers (FSPs) utilizing digital identity of citizens.

The sharing of NID database between public and private sectors should be strengthened and respective laws-rules-regulations should be revisited in required cases, they said.

The speakers suggested enhanced partnership among market players and policy makers including regulators in innovative use of biometric data.
