BNP is not in favour of whitening black money

Staff Correspondent: Bangladesh Nationalist Party on Monday asked the government to shift its focus to addressing price-hike of essentials through budgetary measures from ‘politically motivated activities’ that cause public sufferings.

The main opposition party, in its formal reaction to the proposed budget, said it opposes the budgetary provision to whiten black money and alleged that share market manipulators are trying to exploit this opportunity.

Reading out the written statement, BNP standing committee member MK Anwar observed that financing of the budget and its implementation would be a major challenge.

“We doubt if the government has the capacity to implement the budget by addressing uncertainty over financing, implementation problems, weakness in institutional capacity and overcoming the political crisis created by itself,” he told newsmen at the BNP chairperson’s Gulshan office.

The BNP leader described the proposed budget as ‘not ambitious’ but said the government had no capacity to implement it.

Finance Minister AMA Muhith placed a Tk-1.64-trillion national budget in parliament on June 9. The day before, the opposition party proposed its own budget and then termed the government’s proposed budget unrealistic.

On Monday, BNP pointed out five major challenges, including corruption, governance and price issue and said there was no reflection in the budget of the Awami League’s election manifesto – Charter for Change.

“The government talks about digital Bangladesh but no step has been taken to help flourish the (information and communications technology) sector,” said Anwar.

He expressed doubts that the finance minister would be able to mobilize resources required for financing the development goals set in the proposed budget.

“The government borrowing from the banks will swell, crowding out private sector loans and creating pressure on the macro-economy. Liquidity crisis will deepen and private investments will stagnate,” he said.

The BNP leader also questioned the government’s projection on availability of

foreign loans and that imprudent policy on external loans would create further debt pressure on the exchequer. “Such a situation will not fetch any benefit to the people,” he added.

Dwelling on the government’s energy policy, Anwar said the finance minister, in her budgetary speech, did not mention anything about the current state of power generation and distribution and how or when the government would resolve the crisis.

“We are sure it will not be possible for the government to give a sustainable solution to the power crisis only by means of quick rental power plant projects. It will aggravate the situation and price of electricity will go up,” he said.

The BNP leader once again criticized the government for giving waiver from tender for striking deals on rental power plant projects in view of possibility of corrupt practices and demanded immediate cancellation of the arrangement.

However, the BNP leader urged the government to finalize the national coal policy soon.

MK Anwar, a former agriculture minister, criticized the finance minister for reiterating the issue of crop insurance in the budget speech without making any allocation for implementing the scheme to protect farmers from unexpected losses.
